Abstract


In recent years, with China's accession to the WTO, the acceleration of the process of economic globalization and trade liberalization, tariffs gradually reduced, non-tariff trade barriers as the main content of the technical regulations, technical standards and certification system is becoming increasingly apparent, become aquatic International trade is the most common and most difficult to deal with trade barriers. Which create many technical barriers to trade, seafood safety and quality management is a prominent phenomenon in the international trade in recent years. The world's major importer of fishery products are developed countries. Their advantages in technology and management earlier WTO rules formulate corresponding aquatic safety management regulations and standards, so much constraints of developing countries in the export of aquatic products trade. China has a series of secondary by the EU ban on the import of that is to prove that one. Usually in the international trade of importing countries to adopt technical regulations and technical standards to set technical barriers to trade, mainly with technical standards, technical regulations, and it is easy to make the implementation of technical barriers to trade have nominal legitimacy, the formulation of a more clever, more complex forms, more subtle means, thus becoming the world's most active, the most formidable barriers. Analyzed from the point of view of the technical barriers to trade on international and world several major importing countries seafood safety technical regulations and standards system, and our comparative study, to identify the gap between our country and to establish and improve the international aquatic safety and security system, to provide a technical basis for the formulation of a deal with technical measures. For our international trade seize the initiative, in order to reverse the unfavorable situation of the export of aquatic products has important practical significance. On the basis of this research, we propose two kinds of effective measures to deal with foreign technical barriers to trade recommendations: strengthen the rapid response and early warning.
