Abstract


With the progress of our society and the gradual improvement of the living standards of residents, modern health needs are also increasing. Relative shortage of medical resources under realistic conditions, how to allow people to reduce the medical burden of equitable access to health services, which the reform of the basic medical insurance new topic. In our country, the full range of community health care system has not yet formed, just in its infancy stage, only 15% of the disease to heal through community health service agencies, and foreign ratio is around 85%. Serious illness in the hospital, a minor illness into the community \This affects the normal functioning of the community health service agencies, have also hindered the basic medical insurance system reform. , By the theory of public goods, general medicine, community health care system status quo, pointed out that the existence of the basic medical insurance out of line, general practitioner engaged in the work of community health personnel vacancies, funding difficulties, the residents the problem of low trust, and analyze the reasons for these problems. And the departure from the community health service providers, introduced the existing experience of these three countries the construction of community health in the United States, Germany, Britain, in order to control health care costs, they almost all selected community health or general practitioner associated with this as health providers or family doctor \Combined with China's actual situation, aims to inspire the construction of community health care system in China. On this basis, for two-way referral of community health, community medical services personnel training and supervision in the community medical services discussed some reasonable solution countermeasures and suggestions, in the hope that from which to explore a more suitable China's national conditions of the community health care system construction of the road. A new round of health care reform is just beginning and the implementation phase, the construction of the community health system still requires a combination of the financial resources of the country and society as a whole with is to be successful, I hope this article on the construction of community health care system in China has a certain significance.
