Abstract


The crime of this widespread social phenomenon in the countries of the world , is one of the problems affecting social stability . Thousands of years, with the continuous development of the social development and the country will change with the shift in attitudes of sin , responsibility , punishment , penalty enforcement regime also constantly changing . A sentence of imprisonment in modern times , becoming the center of the national penal system , reflects the punishment for criminal acts . Modern Western countries by economic development and the impact of various trends began to realize that the lack of a sentence of imprisonment , reflect on the flaws of a sentence of imprisonment , to explore new penalty system , protect criminals to meet the human rights of criminals social regression.
