Abstract


Government has always been a hot topic in the country or region to enhance industrial competitiveness. With industrial agglomeration with the benefit of attention and began to rise the cluster theory warming, the importance of local and regional economic development is more and more obvious, the role of local governments to enhance the competitive advantage has also been more attention and attention. Local governments to create a kind of role support to the productivity enhance the industrial environment, is a major problem among scholars and government debate is also troubled by China's economic circles. Due to the positioning of the special features of Beijing, the capital city, for the optimization of the the Beijing industrial chain and industry groups, the government role in the promotion should not be underestimated. This document is intended to discover through the analysis of the role of the government to optimize the industrial environment of Beijing and the perfect way to enhance the industrial development environment, to facilitate the government to formulate appropriate policies to optimize the industrial development environment. In this paper, the empirical analysis, theoretical analysis, as well as examples and comparison analysis method is proposed for the views and opinions of the author of the role played by the Beijing government to enhance the industry environment aspects. The paper concludes that regional economic development is not the most important issues of industrial policy, but the development of environmental issues. The Beijing municipal government should be the promoters of economic development and the promotion of industrial innovation challenger. For the development of the industry, the Beijing government should do is to speed up the process of market-oriented, to enhance the quality of factors of production, foster the senior market demand and refined, future-proof guide corporate strategy; promote related industries upstream and downstream industries, innovation and upgrading. Enrich the diamond system to assist in the development of diamond elements, the real role of the government. The paper is divided into four parts. The first part of industrial development environment for enhancing the competitiveness of the city through the study of the relationship between the industrial environment and urban competitiveness. The second part of the first part, described in detail in this article the most important theoretical support - Michael Porter's Diamond Theory on the discussion of the role of government; and analysis of a developing market economy countries, the Chinese government for economic development unique functions of the position; Finally, the analysis of the economic functions of the local government, leads to the core theory. The third part through the analysis of the economic role of government at home and abroad a few typical case, can draw inspiration. The fourth part of the total summed up the point of this article, expand the theoretical elements from the diamond analysis, a detailed analysis of the impact and role of the Beijing government for four diamond elements, suggestions on the location of the Beijing government role in industrial development in Beijing.
