Abstract


Agricultural insurance subsidies in order to play the role of agricultural insurance of agricultural production as well as to maintain the stability of the agricultural insurance run primarily by government grants and subsidies provided to agricultural insurance and the insurer, the form of financial capital . As an important part of the agricultural insurance system , the basic functions of the agricultural insurance subsidies to compensate for the agricultural insurance market failure, promote the healthy development of the agricultural insurance market . In addition , agricultural insurance subsidies also have to relieve the pressure on the government relief , to guide the restructuring of agricultural production . Agricultural insurance subsidies from the domestic and international practice , follow the step-by-step , capabilities, and reasonable risk-sharing at all levels of government , universal and selective combining the principles of effective supervision . The main body of the legal relationship of agricultural insurance subsidies involving supplies , who should make up the problem . Due to the special nature of the agricultural risk , the insured and the insurer , as the demand side of the subsidies no doubt . \General subsidies of agricultural insurance premium subsidies , the operation and management fee subsidies , reinsurance subsidies and tax benefits of four, which is China's legislation should be clear . Due to financial constraints , is not possible in the short term , all agricultural products are included in the scope of subsidies , should be a focus of those closely related to people's living food crops , livestock products and aquatic products , as well as those with regional characteristics of agricultural products . With economic development , China has increased year by year investment in agricultural insurance , agricultural insurance subsidies , the total size of the final should not be less than 1% of the added value of agriculture . Sources of agricultural insurance funds has three channels : from increased financial support for agriculture in the transfer of funds; transformed from the adjustment of the structure of financial support for agriculture ; community funding . Funds to subsidize the effectiveness of the operation related to the success or failure of the agricultural insurance , so China should be the establishment of an independent the CIRC Agricultural Risk Management Authority is responsible for the application of funds , disbursement , use the link in the policyholders , insurers , government departments , regulatory .
