Abstract


Urban minimum living security system is a social security system established in China in recent years. The establishment of this system not only has to protect citizens' rights, social justice theoretical significance, but also has to solve our country's urban poverty, safeguard social stability and practical significance to promote the harmonious development of society. In this paper, the status quo of China's urban minimum living security system, defect analysis, combined with the experience and inspiration of other countries and regions, the minimum subsistence guarantee system, put forward several suggestions to build China's urban minimum living security system. The thesis main body is divided into three parts. The first part, the minimum living security overview. From two aspects of the concept and characteristics of the theoretical basis of the minimum living guarantee the minimum living allowance for the exposition of a generalization. This paper argues that the protection of the minimum living to when citizens difficult to maintain a minimum standard of living, by administrative organs in accordance with the statutory standards and procedures to provide material assistance to ensure minimum living needs specific administrative act.
