Abstract


Under the background of fact that the society makes the transition and administration’s management mode improved, the study of the Third Sector becomes a focus and front subject. In the field of social welfare, western new rightist and plural doctrine of welfare have paid more and more attention to the position and function of the Third Sector again, the Third Sector’s development and function accord with the Chinese reform of " social security socialize " policy orientation too, so the Third Sector’s research in the field of social welfare has important means at the practice in theory. In view of this, this text introduces the Third Sector to the social welfare field on the basis of analyzing Chinese realistic national conditions, constructs the Chinese Welfare Third Sector, as a specialized non-profit organizationengaged in social welfare, regarding rescuing and helping the difficulties andsocial welfare as it’s own duty, working for the interests of socialdisadvantaged groups conscientiously, offering effective help for realizing the social fair, fairness and reform in government organization. On the basis of localized analyzing the Third Sector and social welfare concept, this text defines the Chinese Welfare Third Sector’s conception, and makes preliminary discussion of its essential feature, function in the social security, operational activity and institutional framework, outside supervision and
