Abstract


Price competition is one of the main methods of market competition. The reform of the fare is an important part of the market oriented reform of the civil aviation industry in China .The Reform Program of the Civil Aviation Domestic Fare ,which is called as the Reform Program of Fare simply afterwards in the article,was put into practice in April ,2004.It is the symbol of great progress in the process of the market oriented reform of the civil aviation transportation industry . The Reform Program of Fare , which is the foundation of the current policy of management on fare, ended the direct management in which the government defining the fare of every airliner, and transferred to the indirect management in which the government only define the basic fare and the floating range. RMB 0.75 yuan per passenger kilometer is defined as the basic fare and the airlines are allowed to pricing freely within the range of 25% higher and 45% lower around the basic fare. The reform of fare involves the interest of the country, the transportation enterprises and the passengers, which makes the society care about the reform closely all the time. The Civil Aviation Administration of China which is in charge of the industry authorized by the government has been playing an important role in the reform of the fare. For this reason , it is helpful for us to review the process of the fare reform, analyze the change and influence of the policy from CAAC, and research on the experience of success and failure from foreign countries. The article consists 4 chapters with the following theoretic foundation: the price theory of Marxism, the economics of civil aviation transportation , the economics of regulation, and the theory of game.
