Abstract

Our time is entering an era of knowledge-driven economy taking knowledge as direction progressively. The scientific and technological progress becomes the decisive factor of economic development gradually. The contribution rate that material capital and workforce’s quantity are put into has already dropped greatly, the contribution rate of knowledge to economic growth and social development has already exceeded money-capital and natural resources, knowledge and talent have already become the most important component in factors of production. In the face of such complicated and changeable environment, an important subject in front of us is how to carry on the fast and valid knowledge innovation. In order to respond the challenge in era of knowledge-driven economy, must study the knowledge innovation with a kind of broader visual angle, then a kind of brand-new philosophy idea arises at the historic moment, this idea is knowledge innovation management. The final goal of knowledge innovation management is to realize lasting existence and development of an organization; its direct goal is to realize the knowledge innovation in the course of knowledge accumulating, knowledge sharing, and knowledge application. The author of this text thinks: "Knowledge may not be the power! ""Personal knowledge may not be the power! "Knowledge is essential condition of the strength but not abundant condition, the knowledge itself is the strength, if you want to turn knowledge into power, if you want to realize the knowledge innovation on the foundation of your present knowledge, We must try to manage knowledge as key resource among new resource structure with tactics and consciousness, turn the member’s personal knowledge into the knowledge of organization, only in this way can we turn knowledge into value really, could we realize the maximization of knowledge value. The intact view of knowledge innovation management includes three aspects in the content, namely knowledge, knowledge innovation and knowledge innovation management. Knowledge innovation management is through building a series of conditions which are favorable to knowledge sharing, under the atmosphere of knowledge sharing, in the course of knowledge accumulation, knowledge application, realize the direct goal of the knowledge innovation, thus reach keeping and promote the final goal of the synthesized competitiveness of an organization. Distributed the contents of four levels of data, information, knowledge and value on the appreciation chain of the data. People are carriers of the knowledge; knowledge can’t break away from people and exist alone. Value is to turn knowledge into course and result of taking action. In term of this angle of appreciation chain of the data, we call the whole promoting course and feedback reverse course beginning from data to value via the information, knowledge is knowledge innovation management. We can divide knowledge into tacit knowledge and explicit knowledge on the whole. Explicit knowledge is a main content of the knowledge innovation. Under the background of the knowledge economy, knowledge exists as the capital for an organization, we can divide the knowledge capital into five kinds: human capital, structure capital, market capital, property right capital and social-sharing capital, these five items of capital form knowledge capital of an organization together.The mode of the circulation about the knowledge innovation can be divided into four kinds: explicit knowledge to tacit knowledge, tacit knowledge to tacit knowledge, tacit knowledge to explicit knowledge, and explicit knowledge to explicit knowledge. The author thinks, in four transformation types of knowledge circulation, explicit knowledge to tacit knowledge is a kind of the most crucial transformation type. Building and constructing the knowledge innovation system is to offer a high-efficient knowledge-sharing platform to member. Generally speaking, the system includes two respects. One is the inside operating mechanism. The second is the outside operating mechanism. An intact knowledge innovation system is guaranteed by the prerequisite that the knowledge innovation carries on smoothly, effectively, this system should include the following key elements at least: Knowledge base, organization system and organization culture that are favorable to knowledge sharing, learning organization, training plan, information construction, setting up the advisory organization of knowledge, the knowledge capital auditing, incentive mechanism and relenting mechanism, suitable institutional framework, setting up the management department of knowledge innovation and knowledge officer , training the managerial talent of the knowledge innovation. It includes two respects of hardware and software. The first respect is the software; the software includes the cultural idea layer and organization system layer. Second respect is hardware, which is material layer. The essence of the contemporary society can be summarized with three words of " knowledge, innovation, and management ". Knowledge innovation management is a kind of new-type management philosophy idea that the needof complying with society and economy development of the era of knowledge-driven economy produces. In the era of knowledge-driven economy, the most competitive organization is an organization that can utilize the members’ knowledge most effectively. So, if you want to maintain the permanent and long competition advantage, the knowledge innovation management is imperative. As to the connotation of knowledge innovation management, it can be defined from three aspects: domain, activity and value. The view of knowledge innovation management a new philosophy idea that arises on the basis of the concept that knowledge has value, knowledge can create value, knowledge need innovate, knowledge innovation need manage. Its essential feature is sharing, innovative, mutual benefit, participation and technology in its property Key that the objectives of the knowledge innovation management succeed is to arouse all inside and outside relevant personnel’s enthusiasm in participating in the knowledge innovation activity in different ways The reason why the knowledge innovation management comes into being can be summed up in two respects. One is a need of economic development; this belongs to reason of economics. Another one is a need of human being’s own development; this belongs to reason of philosophy. What the view of knowledge innovation management incarnate is the return of human nature, is the abundant identification and respect of the value of people. This is unified with the view of man’s free all-around sufficient development in Marxist philosophy.
