Mass incidents as a special manifestation of the various social contradictions and conflicts objectively exist in a different form of society and different historical periods. In this paper, on the basis of investigation, the integrated use of case studies, comparative study, summarized in the interpretation and other methods, and strive to the height of combining theory with practice, and to mass incidents investigated from a legal point of view, to sum up practical experience, to clarify the misunderstanding, in accordance with the law on how to prevent and properly handle mass incidents thinking, proposed in this paper to play a certain reference the actual work.
