Abstract


With the gradual formation of world economic integration , the increasingly fierce competition among enterprises , the direct manifestation of the contention of the product and service markets . Depends on the improvement of the quality of producers and improve product quality and service quality on the one hand , on the other hand relies on the use of business professionals and rational allocation , talent has always been the focus of various companies competing resources . Enterprises in order to have the best people , it is necessary to create the outstanding talent in the enterprise mechanism, establish a performance appraisal system to adapt to the growth of talent . Decades of reform and opening up , the performance appraisal system of state-owned enterprises have made ??great progress , but because of the particularity of the state-owned enterprises , as well as by the higher authorities of the intervention and the traditional negative cultural aspects of employees the performance appraisal correctness often subject to unfair phenomenon of interference , which greatly affect the enthusiasm of the staff for business development services . Common deviation , the evaluation system of state-owned enterprises in the status and role in human resource management from the performance appraisal profoundly expounded all the inequities in the performance evaluation of state-owned enterprises , and from the performance appraisal system and culture many aspects of the operating mechanism and other aspects of the system , a comprehensive analysis , from state-owned enterprises reform of property rights on this basis , the staff performance appraisal system , the establishment of corporate culture cultivation , communication feedback , human resource development planning proposed solution countermeasures to avoid inequities in the performance evaluation of state-owned enterprises .
