Abstract


Right to know is a product of the law development process. One of the earliest named by the U.S. press in Kent Library Park in January 1945 made a speech. The widely popular and became an important international impact of the concept of rights is accompanied by five twentieth century, the rise of the sixties in the United States "right to know movement" formed.1984 "Universal Declaration of Human Rights" OK as a basic human right to know one. However, in practice the rule of law and building a service-oriented government in China, but not directly provided in the Constitution the right to know. Since May 1,2008 shall come into force of the "Republic of China Government Information Bill," is undoubtedly the protection of our right to know one of the important steps forward, but look at the Ordinance is still no right to know the full presentation. Based on this, trying to open the perspective of government information, based on our right to know legislation and judicial status of protection of our citizens’right to know the shortcomings and put forward a sound security of our citizens’right to know the specific recommendations.This addition to the introduction and conclusion, is divided into five parts. First and second part of the main outlines of the citizens’right to information and the basic meaning of government information and analysis as the basis for the relationship between the two. The third part of the right to know by studying abroad, the relevant system, summed up the worth of protection of the citizens right to know the process of drawing the system and experience. The fourth part based on our right to know the status of the legislative and judicial; in affirming the right to know has achieved significant results at the same time, analysis and reflection on the process of China’s right to information security problems. The fifth part in the fourth part of the analysis based on the results put forward a sound security of our citizens’right to know the specific recommendations.
