Abstract


The housing issue is related to people's livelihood . Low-rent housing system as an important part of China 's housing supply system , at the same time as China 's housing security system is an important institutional arrangements play a pivotal role in solving the housing problems of low-income urban groups . However , the low-rent housing system in China's implementation of only more than ten years , has made ??certain achievements , but the inherent system design flaws in the implementation process there are still some less than satisfactory , the constraints of the system in play a greater role in the practice . Based on this due to this paper, the legal problems of low-rent housing system Exploration and put forward countermeasures and suggestions to improve the system , to help the Perfection of China 's low-rent housing . This paper is divided into five parts . The first part is to outline the basic theory of low-rent housing system , to analyze the basic problem of the basic concepts of low-rent housing system , features , and functions . The second part of the history of the introduction of low-rent housing system , and the context of the development of China 's low-rent housing system for a comb . The third part is to introduce low-rent housing , housing security system of the contents of the other countries of the world as well as China 's Hong Kong and Macao , and the analysis of low-rent housing system reference to the improvement of China 's low-rent housing system can be learn from the basis . The fourth part is the analysis of the problem of low-rent housing system in China , such as the presence of the low level of legislation , the protection of the the object narrow range , the protection of a shortage of funds . The fifth part is to propose how to improve the countermeasures of China 's low-rent housing system , the part of the Department of the focus of this article . First , I propose the perfect low-rent housing system in China should adhere to the principle ; Secondly , established on the basis of the principles of the legal system to build a system of low-rent housing , as well as the contents of the system should include ; Finally, should also complete systems and measures .
