Abstract


Administrative examination and approval is the Government allocation of resources and economic and social management of a way and means. The current administrative examination and approval system is a product of the planned economic system, through the administrative examination and approval, the Government plans to achieve the allocation of resources, even in the current market economic conditions, in the case of market failure, the Government can still way through the administrative examination and approval market players to control and adjustment. However, as China’s socialist market economic system, the establishment and improvement of the shortcomings of the existing administrative examination and approval system continued to be exposed. Examination and approval matters too much, too much discretionary power to approve such severe restrictions on competition, leading to the various rights and spread the phenomenon of rent-seeking. It is only through the reform of administrative examination and approval system before they can even inspire vitality of the market, this paper based on their national conditions and to learn from foreign experience, using comparison, empirical, etc., from the sound system, the reform of the processing methods and the establishment of supervision and control mechanisms put forward reform proposals, and a brief outlook of China’s administrative examination and approval system reform trend.
