Since the 20th century, 90 years , worldwide new military revolution in the ascendant , the current army is facing a serious challenge of information warfare , people increasingly become the core of the success or failure of war , our military existing human resources management tools has been unable to meet the troops construction of normal needs, which is competency-based human resource management provides the foundation to play a positive effect . People post match personal characteristics and job requirements to organically combine features , making the \People post match run through the whole process of human resource management , human resource management in all areas of post match with people has a direct or indirect relationship . Carried out in the enlistment of people post match , help solve the existing military enlistment who post mismatch and enhance overall competitiveness of our army . This article first people post match analysis of the research status at home and abroad , pointing out that the current military conscription problems ; and position fit theory and competency theory was introduced to analyze the competency model and manage the enlistment the significance . Then focuses on the competence model in the enlistment application , study the competency model building methods, procedures and competence assessment methods . First, the use of behavioral event interview and questionnaire troops competency model was constructed in order to identify soldiers of Competency ; then recruits the use of fuzzy comprehensive evaluation method for objective and subjective assessment of competency as a basis for enlistment . Finally, an example to force drivers Competency Model Construction and evaluation of empirical research , and analyze the use of troops competence model selection should pay attention to. This work can solve our military conscription exists in the original troop quality of personnel evaluation unscientific , subjective and arbitrary personnel assigned there other issues, contribute to the achievement of our military troops and troop positions best match , and ultimately to conscription goal of maximizing the effectiveness of the work .
