Abstract


For construction of civil servant's performance appraisal system of local government problems, this paper adopts literature research, focus group interview method, analytic hierarchy process (ahp) method such as the following research: organize relevant personnel to conduct focus group interviews to determine the political quality, ability of organization, work style, work performance four dimensions 13 indicators as a local government civil servant performance appraisal indicators. From the planning phase, testing phase, evaluation and feedback phase four steps on local government civil servant performance appraisal program design, construction and use of local organs of civil servant performance appraisal index system of jilin province was made the place class cadre performance review of the empirical research. On civil servants of local government performance evaluation, on the basis of empirical analysis, combining the reality of our current civil servant evaluation from the ideological education, the appeal system, supervision mechanism and several aspects, such as the system guarantee of the civil servant's performance appraisal implementation issues put forward relevant policy Suggestions.
