Abstract


The rapid development of new media weakened government control of information to government regulation put forward a new challenge. In the traditional government regulation , including technical shielding, legal restrictions and censorship , including rigid means dominate government through rigid means to achieve the right to use the media and sources close to the control . With the new group in the mass media, the extensive use of civil discourse and strong growth , rigid means apparently unable to help the government achieve a good purpose of the regulation , which requires government regulation of the media model introduced in this soft control means Public Relations . Public Relations as a government guarantees \Exactly what public relations patterns can help the government improve the regulation of new media soft it ? Based on the analysis of the relationship between government and the media of the basic concepts and the status of domestic and foreign government media relations , the proposed government regulation of new media PR strategy model, mainly includes four public relations activities of the four models and eight major PR PR tool. First , this paper summarizes and presents : Chief information management, the government's image management, new media, event management and public opinion crisis management are four types of government regulation of new media PR content. Secondly, to provide for the regulation of public relations practice model basis , the paper J. Grunig 's public relations four modes ( ie, propaganda model, public information model, two-way and two-way reciprocal mode peer mode ) for a detailed explanation and analysis . Finally, the paper summed up the eight government regulation of new media tools , the first top-down public relations : government websites , government / official blog , SMS, e-journals and public opinion trends tracked ; bottom-up public relations : private online community , blog , SMS and so on.
