Abstract


Since the establishment of the township system, reforms of township government did not fundamentally change the township institutions, functions and financial and other institutional problems. Abolition of agricultural tax, so the township government is even worse in the fiscal deficit, with many diseases and vague functions, the problems the township facing is more complicated.The end of 2008, the global financial crisis was a serious blow to China’s export-and investment-based approach to promote economic development model that the Party and the country at an unprecedented intensity of the adjustment of economic structure, transform the mode, which upholds the expansion of domestic demand, particularly the principle of consumer demand, promote economic growth driven by investment and exports to relying on consumption, investment and exports changes. The majority of the rural population of China’s population has broad prospects and huge consumption potential. Leader in this area is the township government,which can be said that the successful transformation of township government functions, services in rural areas can develop faster, productivity and consumption of the release of energy in rural areas, so that access to another high-speed growth of China’s economic engine.This paper discusses the financial crisis and building a socialist new rural background, how the township government reform must be to build a service oriented town government for the goal orientation, from a functional reform, performance improvement, service economy, performance evaluation, personnel and other introduction of perspective the path of reform of township government to look at, and gradually out of a socialist market economic system and for international competitiveness requires the functions of township government reform.
