Abstract


With the development of social economy, the public information awareness is rising up. Information becomes one of vital factors of manufacture and life. The public archives have great of archive information, so it should meet the needs of society and should decrease the gap between rational aspect and actual aspect to embody the public character in the work. Only in this way could the logos of pubic archives be known in the whole society.This paper discusses the knowledge of public character, at the same time elaborates the basic items such as public archives, public products. And it views the theory of public products as theoretical basis. The body begins with the present development situation of public archives, analyses the performance of public character deficiency of public archives and investigates its reasons. Finally, the paper proposes that the development of public archives should comply with such an path that paying more attention to ideas, then perfecting a series of macrocosmic institutions and implementing from collection, infrastructure, service to public relationships. All makes public archives to be a real one.
