Abstract


The pressure-type administration system in the countryside is the structural reason that cause the bad management of tax and charges in rural areas as well as the heavier burden of peasants, and the present reform of tax and expense in the countryside mainly about tax combination and charges remittent has not effect the fundamental factors of administration systems in counties and villages. It is necessary for us to break the present interest pattern in the countryside, to entrust the local governments more power to make their own decisions, and to bring forth some new ideas in the administration system in the countryside in order to straighten out the relations between self-organized villages and the governments, and to eliminate potential factors which will result in increasing burden of peasants, as well as to accelerate the framework structure of public financial system in rural areas. Only by doing these, can we achieve the real success of reform of tax and charges instead of getting bogged down in Huangzongxi’s trap.
