Abstract


Western countries since the late 1970s , the government response to public criticism of public goods or services, low efficiency , utilities reform , began to rely more on non-government organizations , and less dependent on the government to meet public demand . \The impact of economic globalization , China has also started in the late 1990s , the privatization of public utilities . Experience at home and abroad , for the Privatization of Public Utilities , we need to solve two problems , the first after privatization of the utilities do not need government regulation ; second problem is that the Privatization of Public Utilities of the changes in the demand for government regulation .
