Abstract


With the accelerating process of urbanization , urban infrastructure lag has become a bottleneck restricting urban development , especially the shortage of funds for urban construction problems plagued the development of China's small cities and towns . Liuyang City Urban Construction Group Corporation is a wholly state-owned company on behalf of the Liuyang Municipal Government Urban Construction Investment Management . So how innovative investment and financing system of the construction of small towns , to broaden urban construction financing channels , our financing capabilities to solve the shortage of urban construction funds Liuyang City Urban Construction Group Company faces the most prominent problem . Currently , foreign financing urban infrastructure mode , the main three : that the financing of the project capital markets , urban infrastructure development professional financing institutions and project financing , they are divided into two categories , namely the Anglo-American model based securities financing Japan, Germany, and mainly by way of bank financing mode . The domestic urban infrastructure financing model is the investment and financing of competitive and non - competitive investment and financing . Liuyang City Urban Construction Group Corporation financing model innovations include three aspects, one is the financing system of innovation , market-oriented operating system innovation of cities and urban utilities ; the innovation financing channels , mainly urban land management development finance and guide social capital to participate in the investment and management of the business class project ; financing innovation, trust to build a market-oriented infrastructure investment and financing in accordance with the principle of \the main , to broaden the financing channels and through the integrated use of financial instruments in the trust business , investment banking , financial engineering , innovative urban infrastructure investment and financing ways to optimize the capital structure , financial processes , reduce overall construction costs . Countermeasures to enhance the financing capacity : by increasing the land revenue , real estate finance , and revitalize the stock assets for urban construction financing through the capital market , the direct project financing , equity financing through the capital markets , trust financing initiative the marriage with banks and fight seven aspects of the establishment of infrastructure construction in Liuyang City special funds . In this paper, the introduction and comparative analysis on the financing model of domestic and international small towns Bureau of Liuyang City Urban Construction Group 's financing model innovation research and put forward countermeasures and suggestions to enhance the financing capacity .
