Abstract


New Public Management movement in the global context, China's higher education system is undergoing a positive and profound changes, university staff propulsion system is a national system of university management system reform is an important measure. In the framework of the new public management theory, this paper combed for higher education and in recent years the Chinese government promulgated a series of university management regulations and policies, analysis of results: the new public management movement triggered state of higher education and universities significant changes in the management model , as follows: expansion of school autonomy prompted universities to become independent social organizations; in the efficiency and effectiveness as a standard method of performance evaluation actuation university management to introduce competition and market factors; practice the educational staff of professional management system was established mechanisms for colleges and universities, etc. . The resulting: Education Staff System is the theoretical basis of new public management theory and modern human resource management theory. In this paper, public policy and human resource management perspective of two theoretical significance of Staff System proposed: Staff System explicit management of the main university, college management personnel from the administration \specialization for university management foundation, but the current system focused on the staff - kind of grade classification methods, is not conducive to the staff of managerial occupations, professional knowledge and management philosophy changes. Article through to the Staff System practice two typical problems of case studies Note: Due to the long-term dependent on the state administrative system, the university administration formed within the management culture of strong color target is to achieve a fundamental obstacle Staff System. With organizational culture theory, through the current university management culture in the physical, behavioral, institutional and spiritual characteristics of descriptive analysis, drawn: organizational cultural change is the essence of organizational change, to achieve the objectives of the reform Staff System, universities must change value system managers and their groups, professional attitude and behavior, in order to form a new ideology to manage the university management as the core cultural patterns. On \Staff System based on the results of theoretical and practical study, the paper integrated management of the University College to illustrate the weakness of Staff System implemented on college university administration and the positive impact of proposed; in Staff System implementation, staff should be clear occupational status and core values; construct flattened administrative organization and professional staff team; implementation of category management and scientific performance evaluation mechanism; learn business management experience, and promote the professional staff to develop.
