Abstract


The reform of college personnel system is a breakthrough in the construction of modern university in China.It is a strong policy-related work, namely:government departments macro policy-led and norms to their own colleges as the main body, to carry out a by the "identity management" to" management jobs"change. The reform of college personnel system have been gradually implemented in Chinese colleges.Colleges have encountered difficulties, or can be expected mainly colleges has long been left over from the rigid pattern of Personnel Management makes it difficult to thoroughly crack these problems in addition to colleges take the initiative to meet the self-innovation, the is more in need of government departments led by a number of public policy. Government personnel policies of University Research and implementation of the decision to develop the college track, the relationshipbetween the sustainable development of the college must protect the system.This paper studies the use of normative and empirical research in public polical Theory, such as service-oriented government based on the theoretical framework, carding University personnel policy and direction of history, in-depth analysis of the current reform of the personnel system of colleges and the plight of the issue of lack of government policies, the colleges to improve the personnel system reform and public policies required——the autonomy of colleges to further expand employment; colleges to further improve the rights of teachers and personnel protection regulations, and policies; colleges to further improve the social security policy; colleges to further build the market and intermediary services personnel system; further improve the inter-college talent competition and incentive policies.The reform of college personnel system is the theory of the hot issues in higher education, but previous studies mainly focused on internal reform of colleges to explore. This article focuses mainly on analysis of college personnel system reform——the external impetus to the Government’s publicpolicies to protect the supply and systems. That is, trying to innovation in this article.
