Abstract


Education fair is a manifestation of social fairness , and in the its education fair degree of realization , and an important measure of educational equity scale stage of compulsory education is the ability to achieve a fair measure of a province and a country 's degree of development of education . Compulsory education is the cornerstone of the entire education , compulsory education in rural areas is a core part of China's basic education , its pervasiveness and the level of education , directly affect the development and progress of education and compulsory education in the nine-year compulsory education . Basic compulsory education for the implementation of the strategy of science and education Anhui , the important role of the pilot and global , is an important prerequisite to achieve equality of educational opportunity . Especially in Anhui , a rural population accounts for the vast majority of the provinces , compulsory education in rural areas has become a focus and difficulty of basic education in the province . In building a harmonious society , the implementation of the scientific concept of development and building a new socialist countryside background , education as a fundamental industry and strategic career to achieve these goals a pivotal role. Rural education , compulsory education in rural areas (mainly ) relative to the balanced development of education , about education fair is the most prominent , the contradiction is most concentrated . Disadvantaged and vulnerable status of the farmers , the desire to want to change their identity and status through education is quite strong , knowledge can change fate education will affect the life of the concept of people . In this paper, through the analysis of the development of compulsory education in rural areas of Anhui in the presence of the problem and the status quo , to dissect the reasons for compulsory education in rural areas there are unfair , summed up the experience of developed countries, the development of basic education in rural areas , then proposed to adhere to the popularization of compulsory education guarantee obligations funding for education , to increase the compulsory education investment , the implementation of the urban and rural areas there are other strategies for educational development , educational resources to rural areas , a series of measures the government to promote compulsory education in rural areas to achieve a fair and effective way in order to be able to some extent to promote the balanced development of compulsory education and the education fair solution to the problem , so that rural education in the building of a new socialist countryside maximize its positive role in promoting the future of the rural economy , culture, social development and progress .
