Abstract


Human Resources is a strategic resource for the economic development of countries in the process of economic globalization , is the first resource . Guangxi Beibu Gulf Economic Zone in China's opening up towards ASEAN, an important gateway to the world and cutting-edge , the advantage is obvious , prominent strategic position . Guangxi Beibu Gulf Economic Zone should give full play to human resources development in the economic and social development , strategic and decisive role to promote human resources for the opening up and development of the Beibu Gulf Economic Zone in Guangxi Beibu Gulf Economic Zone across type development . First through the underlying theory of human resource development , indicating that the role and significance of human resource development to provide a theoretical basis for the development of human resources ; followed by analysis of the Guangxi Beibu Gulf Economic Zone Exploitation of Human Resources , pointed out that the northern part of Guangxi Gulf Economic Zone development of human resources advantages and opportunities as well as problems and shortcomings, the foundation for human resource development of Guangxi Beibu Gulf Economic Zone mode ; Finally, inspired by the experience of successful human resources development mode , combined with Guangxi Beibu Gulf Economic Zone of the actual situation of human resource development , build human resource development for Guangxi Beibu Gulf Economic Zone , and proposed ways to achieve human resource development mode of Guangxi Beibu Gulf economic Zone . In Guangxi Beibu Gulf Economic Zone up to the national development strategies a golden opportunity to learn from the experience of developed countries and regions of the human resources development mode , to build Guangxi Beibu Gulf Economic mere love for human resources development mode , and proposed human resources development mode approach is the innovation of this paper .
