Abstract


The city’s public utility plays an important role in the process of city s development. With the fast advance of economy and politics, the reform of the city’s public utility in China has been started. Privatization has become an effective tool for the city’s public utility reform since last century. In China, the city’s public utility is now opening to the non-state capital and the local governments have designed a series of rules and policies to encourage private investment.The essay tries to combine theory with practice and summarize the experience of the privatization of city’s public utility. At the same time, it tries to find the problems in China’s city’s public utility reform and make suggestions and solutions for further’s reform by analyzing the privatization reform in the western countries .The first chapter begins with analyzing the characteristics of the city’s public utility to prove the possibility of the privatization. Then it analyzes the theories and histories of privatization of the public utilities. The second chapter analyzes the background of China’s reform of the city’s public utility and tries to summarize the practice forms、 effects and problems.Some suggestions and solutions are made in the third chapter.The last chapter frames the future of privatization in China.
