For a construction project, getting a scientific reasonable investment analysis and asses is the key to avoid or decrease decision-making mistake. We have already accumulated richer evaluating experience of engineering project and formed a set of more standard method in our country, but it is still in primary period. The feasibility study and technology & economic argumentation for chemical technology developing project has been reported infrequently.The investment for chemical technology developing project is often enormous, the speciality for chemical permanent assets investment project is strong, and its production course has its own technological and economical characteristics. So it is very necessary to study the chemical technology developing project evaluation. On the basis of summarizing the usual project investment decision-making analysis, starting with market opportunity, technological feasibility, financial evaluation, national economy evaluation and risk analysis, this paper describe detailedly the principles and methods on decision-making analysis of chemical technology developing project, build content and study methods of evaluating index system, and make comprehensive evaluation and decision-making of it, by using professional knowledge of such subjects as management, mathematics, operational research, predictive science, accountancy, finance and technology economy, etc.After finishing comprehensive analysis of the content and methods of technology & economy evaluation, this paper use a demonstration to validate, which is the annual 50K ton TDI manufacture design project of JUYIN Co., through building evaluating index system of chemical technology developing project and using it to evaluate and analyze this project, then make the investment decision-making accordingly.In addition, this paper make some simple suggestions for the study methods adopted by chemical new technology developing project, and put forward prospect of strategic evaluating methods of technology-dense chemical technology developing project.
