Abstract


Over the last decade , China's national economy showing a sustained, rapid and healthy development momentum ; annual growth rate of more than 15% of the total import and export trade , higher than the same period the average annual growth rate of total world trade nearly doubled . Cargo throughput of Shanghai Port average annual growth rate of 19.5% , the average annual container throughput growth of 31% . However, the consequent rising number of vessel traffic accident . In order to adapt to the development of Shanghai Port in 1994 to build and run the Wusong VTS system has made great achievements . After the system is put into operation , the number of accidents Wusong VTS system coverage area for several years a downward trend , however, appear from the VTS coverage areas from 1999 to 2002 the number of accidents rebounded , hovering at a high level for several years . In 2004 , the Shanghai Maritime Safety Administration invested more than 3,800 million renovation and expansion of the system , designed for shipping companies to provide better service as well as the safety of navigation . So , how to really manage new VTS system , to make the system function into full play to maximize the performance of applications reflected . Seemed more urgent to study the performance of Shanghai Port the Wusong VTS system applications . This paper studies the work is divided into five parts : first , the introduction . Mainly talk about the necessity of topics , the basic idea of the significance of the problem as well as the study of the present study : to analyze some of the VTS system theory and developments at home and abroad , and the Shanghai Maritime Safety Administration , for example , analysis Port the Wusong VTS system status quo , through the application of cost -benefit analysis of the effectiveness of the application of the assessment of mathematical analysis and model of Shanghai Port the Wusong VTS system were calculated and evaluation identified shortcomings in Shanghai Port the Wusong VTS system run : third and improve application performance of Shanghai Port VTS system ; fourth , according to the characteristics of the coverage area of the the Shanghai Port Wusong VTS system , from the point of view of the management procedures on how to improve the Port of Shanghai Wusong VTS system application performance to develop specific measures . Fifth, the concluding remarks. Major topics of the research findings , recommendations , and further research hope this can provide new ideas for the the Shanghai Port Wusong VTS center operator supervision , to provide help for the renovation and expansion of the Port of Shanghai the Wusong VTS system can play a greater performance .
