Abstract


At the important moment on the turning of last century, the central party committee has made a great decision-exploring the western regions, which is oriented from Deng Xiaoping thoughts of "Two overall situations". This is also a important part of pushing socialist modernization of distinct Chinese characteristics to grand strategies in twenty first century. And it is also one of the key steps to realize the third stage strategic goals.The sustainable development is a new development view, which is universal interested by international society. It embodies harmony and unification not only between humans but also between human and Nature. In view of our historical tragedies on exploring the west, poor frail ecological environment and wholly prospective on Chinese environment safety, we must develop the sustainable west.The western people must establish suffering consciousness on population, carry the one child policy out, control birth rate strictly, enhance the quality of population step by step, shorten the distance between the wealth and the poor, to make every nations mutual prospering. Exploring the west should rely on comparative advantage analysis. We should pay attention on conservation and protection, to exploit sustainable resources, make full use of advantage of western resources. For doing this, can make our work of modernization construction better!During the process of exploration the west regions, we must do well on protection of ecological environment and construction, to adopt powerful measures, to make the woods and turf recovered, to prevent soil from being washed away, to improve the condition of hilly areas and ecological environment, to diminish the floods in Yangster River and Yellow River. Make sure to doing this, can accelerate the sustainable development on economy, society and environment. For realizing socialism modernization of the west, we should and development of education, science and technique, rely on high-qualified workers and plenty of variety talents. Essentially, rely on two strategies: revitalizing the region through science and education and strengthen the area through talents.To perform the sustainable strategy, establishing and bettering sustainable legalsystem is the fundamental guarantee. All this requires well-developed and legal sustainable development in a way ruled of law, and increasingly enhance the public’s legal awareness on sustainable development. Only by doing all above can finally make a compatible development of western economy, society, population, resources together with environment.
