Abstract


Migrant workers China's reform and opening up to form a special group of people, their social status is a \Their low labor costs, become an important factor stimulating the economic growth of the city. However, on the one hand, the urban modernization needs of migrant workers, on the other hand, migrant workers are vulnerable groups in urban employment market. This weakness is manifold: First, the system disadvantaged, migrant workers in cities can not enjoy \General labor supply is much higher than the demand, jobs are competitive, migrant workers have to accept low wages and poor labor and living conditions; three ability vulnerable. Migrant workers and cultural level of education is generally low, it is difficult to take on the complexity, highly specialized work. Institutional barriers is relatively easy to break, and has been loosened, but if the the capital poor condition of Migrant Workers can not get timely improvements will be difficult to meet the needs of urban and industrial development, and will certainly become a major constraint to the transfer of rural labor to urban, is also bound will become a major constraint in the urbanization process in China. So should increase investment in human capital of migrant workers, and promote capital formation force of migrant workers. The migrant workers 'human capital formation involves a lot of content in this article is from the point of view of investment entities concerned about migrant workers' human capital formation. The migrant workers' human capital formation involving individual (or family), the employer and the Government tripartite investment entities to Present Survey form of investment in the human capital of migrant workers through various investment entities. Parties should play a role in the demonstration, and propose specific measures to promote the formation of human capital of migrant workers. This paper studies the formation and development to provide some useful suggestions to the capital of China's Migrant Workers. Concluded after the visits of theory and the status of the tripartite investment the main investment behavior: individual (or family) and the employer are significantly less capital investment of Migrant Workers, it is difficult to become investment entities. To remedy this, the government should assume the primary responsibility of the Migrant Workers capital investment, to play a leading role in the formation of human capital of migrant workers. However, from the point of view of long-term development, the promotion of Migrant Workers capital investment to stimulate and promote the enthusiasm of individual and employer investment in human capital is the fundamental policy.
