Abstract


National Natural Science Foundation was established in 1993 Outstanding State Key Laboratory of funded projects (hereinafter referred to as special funding ) , as the nature of the subsidy in the form of a reward , the establishment of the original intention in based on a fair and reasonable outcome of the State Key Laboratory evaluation on the basis of State Key Laboratory of to create outstanding scientific and technological achievements to the project in the form of additional subsidized . Since its establishment , the special funding to encourage innovative basic research has made ??brilliant achievements . However, in 2007 the Ministry of Finance after the establishment of the high amount of high frequency stable funding , special funding face a new environment and challenges . The premise of stable funding exists , will have to adopt special funded with the past, different management methods in order to continue to play its role in reward basic scientific research . The study for the evaluation of the results achieved through special funding to complete the project , found that in the new environment , not appropriate to some aspects of the original capital management approach . And improvements for some of the problems found in the study . Taking into account the special funding to complete the project support unit homogeneity , the method to select the outline of statistical research and evaluation of the indicators required bibliometric special project funded by the inputs and outputs to the input output table gives intuitive , and the input-output table as a source of data for the evaluation model , by DEA evaluation method in dealing with the advantage of multiple-input multiple-output sector above evaluation of scientific research . In addition , DEA method is also unusual in basic research and evaluation studies , this paper is its range of applications an expansion. To evaluate the outcome of the special assistance , to make some suggestions : continue to improve the positioning objectives on the basis of positioning of funds to keep the original advantage ; streamline the application process as much as possible and be well publicized work ; perfect selection mechanism from the laboratory both Be transparent application ; the funding budget using extensive criteria ; strengthen the assessment results of acceptance at the same time without losing flexibility .
