Abstract


With the globalization, information technology and the knowledge economy era process continues to accelerate social development in various government demand growing rapidly increasing role of government in modern society is becoming more and more important. With the government departments of their own development, and social development of the needs to improve and change, the government is facing an unprecedented challenge. For my country, in the absence of much successful experience can refer to reference conditions, how existing resources to find and discover the weak links and the problem of management efficiency in disadvantaged areas, and thus effectively improve government management, are of great significance to the development of society as a whole as well as the interests of the people. At present, most of the domestic research on local government management performance evaluation of the \, a comprehensive evaluation, and in the actual evaluation, most of them are considered only \For too many off-the-shelf successful experience for reference for the construction of socialism with Chinese characteristics, not only easily oriented \area size difference, these methods can not be easily found inefficient relative management areas where the problem lies, as well as the regional resource utilization and economies of scale the level. This study is based on these problems start, data envelopment analysis from existing resources looking for and found the weak link of the relatively poor areas of China's local government management efficiency as well as the problem for the Government to improve management efficiency provide the basis for decision making. First in-depth analysis of the management functions of local government, on the basis of a clear connotation of local government management efficiency; and then refer to the relevant literature on the basis of comparative analysis of several commonly used quantitative efficiency assessment methodology, highlighting the DEA in meet the purpose of the study has the unique superiority of cluster analysis, combined with the improvement and perfection of the limitations in practical applications; same time, combining the functions of the government, the connotation of government management efficiency and the principle of the DEA method, government management efficiency evaluation index system design principles are summarized, and the establishment of a reasonable and effective evaluation indicator system of local government management efficiency evaluation analysis provides a reference for the DEA method and collect on the basis of expert opinion; Finally, through case studies, the results of the above study validation and results analysis, provides some reference information to improve management efficiency of local governments to develop countermeasures.
