Abstract

The development of small towns is a major problem is directly related to the urbanization process in China, the development of agriculture and rural economy as well as the sustainable development of the national economy. Excessive growth of population, a serious shortage of resources, environmental pollution and ecological degradation national circumstances, in building a moderately prosperous society, to build a harmonious society context, to create a harmonious and small towns, to maintain the state of the small towns in harmony with nature imperative to accelerate the construction of the ecological environment of the small towns. Since the reform and opening up, the construction of small towns in Hebei Province has made great achievements, but increasingly serious ecological and environmental problems in the process of urbanization, urban comprehensive social progress in Hebei Province has become the limiting factor, take the economy - society - environment coordinated development urbanization is an inevitable trend of the future development of small towns in Hebei Province. This paper is divided into seven chapters written. Defined first related to the concept of the ecological environment construction of small towns in Hebei Province on the relationship between the development of urbanization and urban ecological environment construction depth analysis on the status quo of ecological environment construction of small towns in Hebei Province, suggested that the present Hebei Province prevalent in the ecological environment construction in small towns grim situation of land resources, environmental degradation, lack of environmental infrastructure construction, and analysis of the causes of the problem. In addition, in the context of sustainable development theory, at home and abroad on the basis of the principle of ecological economics and regional overall urban and rural coordinated development theory, sustainable development evaluation index system and the results of research resources including environmental, economic, social three categories of indicators 25 individual indicators Hebei Province urban ecological environment construction evaluation index system and the various indicators the explanations and combined Hebei Province, the national economy and social development of the 11th Five-Year Plan \target, using AHP to determine the weight of each index, comprehensive index overall evaluation. Through case that science and practicality of the index system of comprehensive evaluation of ecological environment construction in the town of Zhangbei verify. The article concludes with the establishment of the implementation of the integrated environment and development decision-making mechanism to speed up the construction of environmental infrastructure of small towns, and strengthen the small towns and industrial restructuring to improve the ecological environment construction of small towns in Hebei Province countermeasures. Full use of the theoretical and empirical studies combined, the combination of qualitative and quantitative analysis method.
