Abstract


In China, public housing includes low-rent housing which is provided for families with the lowest income, economically affordable housing which is for low- and middle-income families and price-limit housing whose development can solve the housing problems for middle-income urban families.Price-limit housing policy has been conducted in some provinces and municipalities for just a few years, and there are some problems and controversial points throughout its implementation. But we have to admit that the policy does work in solving housing problems of middle-income families. At the same time, the problems in implementing the price-limit housing policy cannot be ignored. They are as follows:the price-limit policy is not clearly targeted; the location and quality of price-limit houses are being questioned; the pricing of price-limit houses doesn’t have uniform and scientific criteria; the buyers of price-limit houses are not decided rationally; the distribution of price-limit houses is unfair:there is no after-sale and withdrawal administration.This paper puts forward solutions to these problems. First, the position of price-limit housing should be clearly defined. It is implemented to protect peoples’ basic living rights, so it should be insisted on. Second, the guidance of governments in price-limit housing policy should be strengthened. Third, the prices of price-limit houses should be set reasonably and scientifically. Fourth, the distribution model should be improved. We should make sure that the price-limit houses are provided for middle-income families in urban areas. Fifth, the follow-up work after the sale of price-limit houses should be advanced. Finally, uniform measures for the implementation of price-limit housing should be made. Relevant laws and regulations should be improved so that the price-limit housing policy can be conducted in accordance with laws.
