Abstract


The economic development, technological innovation and the development of small and medium-sized enterprises promote each other. On the basis of the domestic and foreign research on“the relationship of the technological innovation and economic growth”,“the relationship of the technological innovation and small and medium-sized enterprises”,“the relationship of government procurement and technological innovation”and“the relationship of government procurement and small and medium-sized enterprises”, this article choose“promote technological innovation of small and medium-sized enterprises”as the research point, discussing how we can use the government procurement to support technological innovation of small and medium-sized enterprises.China now pays much more attention to technological innovation and the development of small and medium-sized enterprises, and government procurement is the bridge between them. The government procurement can support technological innovation of small and medium-sized enterprises from three aspects: offsetting technological innovation of small and medium-sized enterprises from the market failure; reducing the risk of technological innovation of small and medium-sized enterprises; ascending level of technological innovation of small and medium-sized enterprises. With the government procurement system perfecting, the government purchasing market expanding and prominent problems of technological innovation of small and medium-sized enterprises appeared, it has a realistic foundation for the government procurement to support technological innovation of small and medium-sized enterprises.At present, using government procurement to support technological innovation of small and medium-sized enterprises is in the stage of exploration work in our country, and there still exist many obstacles in the road. From the ripe experience of the government procurement supporting technological innovation of small and medium-sized enterprise of United States, European Union countries, Australia, Japan and other countries, and combining the specific situation of our country, the article proposed countermeasures on using the government procurement to support technological innovation of small and medium-sized enterprises. From the angle of the government, the government should actively promote the government procurement to support technological innovation of small and medium-sized enterprises, including working on the basic principle, improving the government procurement environment and giving specific policy. From the angle of small and medium-sized enterprises, they should change their concepts, learning of the government procurement laws, regulations and policies and establish a scientific reaction mechanism of government procurement to use policy on the government procurement supporting technological innovation of small and medium-sized enterprises.
