Abstract

Industrial transfer is a dynamic process of time and space dimensions and a comprehensive process with investment and trade activities among countries or regions. Since the Second World War, the world has undergone three large-scale industrial transfer。During the third industrial transfer, the Pearl River Delta and Yangtze River Delta fully seized this opportunity and thus become the world’s manufacturing base and global processing plant. Due to a series of constraints such as rising elements costs and weakening traditional advantages of industrial development, Economic restructuring and structural adjustment are becoming increasingly difficult in these areas, At the same time, the majority of central and western regions, with improved infrastructures, strengthened elements cost advantages and expansion of industry space, is having stronger demand for undertaking industrial transfer, which will make foundation for industrial transfer.He county, which is near the Yangtze River and close to China’s most economically dynamic Yangtze River Delta region, is the east gate of Anhui Province. It has excellent resources, unique geographical advantages, mature industries supporting infrastructures and rich reserves of mineral resources. With the implement of "East strategy", He county has become modern industrial manufacturing base, green food supply base and tourism and leisure base. The establishment of model districts in Metropolitan group along the Changjiang River in Anhui Province offered excellent opportunities for He county development.This paper further enhanced understanding of basic concepts on the basis of reviewing the foreign and domestic literatures on the transfer and undertaking of industries, This paper summarized lessons and experiences from the comparision of industrial issues in Japan, East Asia and Zhejiang province ect. From the point of location and gradient coefficient, this paper compared the manufacturing level of development in for provinces of Anhui, Zhejiang, Jiangsu and Shanghai, and thus analyze the general trend of undertaking industries in Anhui. Through comparing economic development status in Metropolitan group along the Changjiang River in Anhui Province, this paper further clarified the position of He county in industry undertaking. This paper further analyzed clustering coefficient in some manufacturing sectors and proposed industry focus on the basis of analysis about location advantages, cost and resource advantages as well as the county itself advantages. From the above-going analysis, this paper proposed measures about industry undertaking, such as optimize environment, innovate ways of attracting investment, further play location advantages, actively participate in regional cooperation, promote industrial clusters, adhere to strict two thresholds of resource conservation and environmental protection, Take the road of sustainable development and create a harmonious Riverside Park.This innovation may be the main two things:First, the topics with a strong practical significance, in central China and Anhui province with the reality of industrial transfer demonstration area context, the first time a specific analysis of the corresponding county. Most are Wanjiang entire scope of the study area, and for a specific study of the county is less. Second, select the latest data of the county to undertake industrial transfer of the status quo, the use of location quotient and industrial gradient factor analysis of Anhui to undertake industrial transfer trend, the use of the county nearly five years of statistical data, in the location quotient, based on the specific analysis and the County should vigorously develop the industry, from the perspective of industrial agglomeration and the county has helped industries to relocate. At the same time for industries to relocate to the county and not very well studied, subject to further research, policy proposals related to only build on the existing basis, and no renewal of a more specific point of view.
