Abstract


The new economic era has radically changed the hypothesis precondition of the study of strategic management, which is focusing on the discontinuity of the future and the uncertainty of the environment, and also changed the inscapes of the company competitiveness. Innovation ability has become one of the most important competitive factors. Nowadays more and more firms realize that it’s hard to survive in the fiercely competitive circumstances without cooperation. Since 1980s, many companies, based on the strategic adjustment, have changed their ways of competition from confrontational competition to cooperative competition, and the emerging powerful relational network accelerate the speed and effect of the information exchange and cooperation between different organizations.High-tech Enterprises in China after 20 years of development, in the national economy occupies an increasingly important role. However, most Chinese high-tech enterprises have resources and access to information constraints, the capacity of independent innovation and integration uncompetitive. Innovation Network is composed of different creative participants in collaborative groups, has become a dynamic and complex environment of enterprise an important way to enhance competitiveness. Tianjin Binhai New Area as the first batch of four pilot of innovative science and technology park, with excellent investment environment has attracted many domestic and foreign enterprises have settled down. Since the Binhai New District Since its establishment, to create special industries. Form of software and high level information processing, green energy, advanced manufacturing, biotechnology and modern medicine, modern service industry such as the five strong competitive advantage leading industries. But there are many constraints hinder the capacity of the coastal high-tech enterprises to upgrade the core.This article first home and abroad on their core capabilities and its evaluation of research status review, and then regional innovation networks and high-tech enterprises of the characteristics and composition of Core competence of high-tech enterprises and other factors were studied, and from the management theories Jiao duo comprehensive study of the innovation network and the relationship between high-tech enterprise Core competence, described relations between the regional innovation network structure, innovation capacity of the network capacity on core role in building the basis of regional innovation networks based on core competence factor set. Followed by further high-core capabilities to analyze the key dimensions, with expert consultation method and AHP method to determine evaluation indicators and their weights. Finally, the Core competence of the coastal high-tech analysis of the comprehensive evaluation pointed out the constraints on the regional innovation network Binhai High-tech enterprise Core competence of the main factors, and proposed to enhance the Core competence of the coastal high-tech countermeasures.
