Abstract


"Today, all are the projects, all also will become the project." The practice indicated that, the project and the project management have become the key of the social progressing and the organization developing. It brings the benefit bigger than the conventional management. The project management faces the change and the challenge, and it is the advantageous weapon of the social progressing and the organization developing. Project has become the important integrant part of our country current economy development; the project implementation quality is the most concern of issue in the country, the society and enterprise. The science and technology development, the new economical development environment, the dynamic market, the high level competition, all request the government or the enterprise should unceasingly to the new challenge. When there are so many projects, the specialized project manages have become the main form of governments or the enterprise organization and the management in the 21st century.The paper based on the project management pattern. The construction process of the sea petroleum 941 projects made use of the project management thought and the method. First, the paper elaborated today’s research situation of the projects management in domestic and foreign, paving the solid rationale for this article in 941 projects applications. Based on these advanced project management rationales, the paper proposed that it is necessary to implement the project management in the sea petroleum 941 projects.Next, the paper studied and described the sea petroleum 941 projects characteristics objectively, and broke work task into detail unit, then drawn up the WBS chart. The paper drawn up the single code network chart based on the WBS chart. Subsequently, the paper estimated the project time limit and the success ratio using the program evaluation and review technique. The paper carried on the optimization to the project time limit and the expense.
