Abstract


With the deepening of reform of public finances , the implementation of the government procurement system is to further improve the management of public finances inevitable requirement. China's government procurement has now entered the implementation stage, with the government procurement work in the country 's extensive expansion , the full implementation of the government procurement system is imperative. How to work on government procurement objective, scientific evaluation is yet to be resolved. Construct a reasonable , objective and scientific evaluation principles on government procurement , building evaluation system is an important task. Therefore, it is necessary to propose a scientific and reasonable evaluation method for the government to make a correct evaluation of procurement performance . This administrative reform in our country and the government on the basis of the actual management , through domestic and foreign government procurement serious comparative study of the basic theory of fuzzy mathematics and analytic hierarchy relevant theories , principles of our government procurement evaluation , the evaluation index system construct were analyzed , the fuzzy analytic hierarchy process evaluation and the way of government procurement for scientific and rational evaluation , which is a combination of quantitative and qualitative evaluation methods , avoiding the traditional qualitative evaluation method based limitations. Finally, through specific empirical analysis combined with our actual government procurement , the use of fuzzy analytic hierarchy process to establish a comprehensive and standardized performance evaluation system for government procurement , including the establishment of evaluation index system and evaluation of model selection . Turn right to make an objective assessment of government procurement . Fuzzy and AHP is a combination of quantitative and qualitative methods, the use of this method of government procurement evaluation more scientific paper by using fuzzy and AHP case study illustrates the performance evaluation system of government procurement practicality , through the government procurement to explore and research , hopes to strengthen the supervision and management of government procurement , the healthy development of the country has very important significance.
