It is a basic state policy of China that develops the eco-forestry industry, because it can prompt the development of forestry district economic; protect forest ecology, improving people’s living standards etc. At present China’s forestry industry in the development of ecology, there are still many practical problems in Chinese forestry eco-industrial chain, such as irrational industrial structure, lack of funding and other practical issues. It is very important to research how to maintain the stability of forest ecology and forest industry chain of ecological industry chain to expand in a stable way. The main research contents include the following:This paper firstly defined the concept of forestry ecological industry chain and stability, from the resource factors, policy factors and human and technical resources, and several other aspects of forest ecology; we researched the stability of the industrial chain’s characteristics. We also researched the resource factors, the natural resources, financial resources and other resources on the stability of forest eco-industrial chain of properties; factors in the policy, fiscal policy, financial policy analysis of the impact of two characteristics; Building the stability analysis model of the forest eco-industrial chain. Forestry ecological industry chain analysis of the operating mechanism, including the forestry ecological industry chain of the structure, operation and the ecological industry chain in the relationship between the exchange and transfer; constructed forestry industry and its impact factors of ecological models, including model resource implications, policy implications model and other models; Based on the simulation, we analyze the stability of forest eco-industrial chain mechanism and construct the Euler network simulation model, and use the model to analyze eco-industrial chain’s stability. Developed the stability evaluation methods of forestry eco-industrial chain. The paper proposed the index selection method of the forest eco-industrial chain stability evaluation, and built the forest eco-industrial chain stability index system, the mechanism of the stability evaluation model was analyzed for constructing one class classification model based on forest ecological industry chain stability evaluation model, the model parameters are analyzed, the stability evaluation of the causes of the error analysis, it is proposed based on the basis, developed the dynamic stability evaluation system to improve mechanisms. Studied expansion paths of forestry ecological industry chain. Clear the forest eco-industrial chain expanding the basic concepts of building a development model. From the vertical and horizontal expansion of the two aspects of development of ecological industry chain of forestry expansion, the paper also analyzed the means to expand the industrial chain in the process, including forest land demand and supply, demand and supply of funds, manpower demand and supply and policy, legal demand and supply and so on. As an empirical study, we analyzed the stability of Heilongjiang province’s forestry Eco-tourism industry chain. Firstly, researched the forestry Eco-tourism industry chain’s status, detailed investigation of forest eco-tourism in Heilongjiang Province, demonstrated the composition of the industrial chain, analyzed the factors and other issues; building the stability analysis model of forest eco-tourism industry chain of the Heilongjiang Province, analyzed the factors of the stability mechanism, based on the above analysis, methods and policy is proposed to ensure its stability and development.
