Abstract

State accountability reflect the \State compensation system was created to compensate counterpart on national public authority against damage caused , but compared with the civil compensation system , compensation system exist, such as our national narrow the scope of compensation , reparation single issues such as how to make compensation in order to ensure the legitimate rights and interests of relatively maintenance become an important and difficult problem. Although the new \civil compensation system , a clear division of responsibilities and principles of compensation , compensation payment system reform to increase the compensation of damage caused by Public Facilities . Only perfect state compensation system for relative compensation measures to maximize the protection of the interests of the relative , drawing on a relatively complete civil compensation system , can really play the role of the State Compensation System for China's \reference.
