Abstract


Since the reform and opening, because of economic development and the strong support of the public finance, China’s public cultural service achievements of evident. But also awake, see is that China’s public cultural service system depends on planned economy period of the formation of system framework, over the years formed, covering the whole country public cultural service facilities network, in this system framework is difficult to good use function, Especially with scientific development view and the requirements of building a harmonious society, as the government function transformation and reform of the cultural system work steadily, and rebuild our system of public cultural services work has started, under the new situation of our system of public cultural services face is not only a strengthening of the question, but on the whole, adapt to the requirements of the socialist market economic system. Therefore, to face and analysis of China’s system of public cultural services at present main problems, is necessary.In China, the cultural products supply support rural residents is one of the focal points of common ideal faith. One type of product or service is pure public products or services, belongs to the social public need field, should by the government through public finance to provide, forming is the internalization of external effects in the field, and the market mechanism to malfunction. At present, to strengthen the creativity of rural public cultural undertakings and persuasion, charisma, the government should strengthen public cultural products and service supply support, set up effective operation of rural public cultural supply and service system.
