Abstract


Since 2003 the first published the European security strategy report since, in its guidance, the European Union to establish effective multilateralism international order as the core of foreign strategic goal, and actively with the world key national development strategic partnership. So far, the European Union has and ten countries established strategic partnership. These strategic partnership not only establish the way and the different stages, status not completely equal, and legal counsel frame is not the same. The European Union and the key national development strategic partnership core purpose is to through the establishment of the bilateral relationship to realize its construct effective multilateralism international order of the strategic objectives. Although the European Union in the strategic partnership as a means to achieve their strategic targets on has made great achievements, but, in the implementation of the strategic partner relationship in the process also appeared a lot of problems. The eu needs to make the bilateral strategic partnership more effective.
