Abstract


With China's rapid economic development, the functional structure of the government's center of gravity began to shift from class smooth functions, social functions of social administration and social service functions. 'Congress report noted: \to limited government, service-oriented government, legal government changes is to establish and implement the scientific concept of development, improve the socialist market economic structure, building a socialist harmonious society's requirements. \In order to implement the requirements of the service-oriented government, in 1995, the \The report of the 16th Party Congress explicitly will build a comprehensive service system of fitness as the goal of building a moderately prosperous society, put forward in 2010 to form a diversified service system of fitness. In this thesis, Hangzhou, community residents survey as the research object, the contents of the National Fitness Service System and run effect. Being in sociology, sports humanistic sociology and service management based on the theory of literature, interview, questionnaire, Delphi Method, mathematical statistics, logical analysis of the the Hangzhou National Fitness Service System run effect were studied. Draw the following conclusions: 1 service functions through survey research of this article is the National Fitness Service System is the most fundamental, the most direct function. The Hangzhou National Fitness Service System is constituted by the citizen health management system, fitness facilities, fitness activities guidance system, the National Fitness publicity system, National Fitness fitness test evaluation system subsystems. Hangzhou social mass sports organization's network is now taking shape, but the organization of the National Fitness Service System construction there is still a long way to go. Hangzhou residents fitness activities, a lower degree of organization, mainly accounted for 59.3% of residents spontaneously organized. Self-organized operation is simple, easy to carry, but the lack of organization, is not conducive to the sustainable development of the sports population. Rapid development of Hangzhou Sports fitness facilities, fitness facilities coverage rate of 98%, but the contradiction between supply and demand still exists, residents of fitness facilities is not only limited to the number, but also include the type, size and layout. 4 Hangzhou fitness activities guide the situation is not optimistic. Hangzhou, national social sports instructor accounted for 0.10%, 3.02% a social sports instructor, two social sports instructor 31:82 Could%, three social sports instructor accounted for 65.05%. The technical structure of social sports instructors severe imbalances. The same time, the survey shows that the increase in the number of social sports instructor is Hangzhou residents the most pressing needs of social sports instructor. 5 Hangzhou fitness propaganda has achieved certain results, but still need to step up publicity efforts, improve the structure of publicity, rich means of publicity, to develop promotional ideas. 6 Hangzhou residents higher satisfaction rate on the physical fitness test. 73.6% of Hangzhou residents very positive attitude toward physical fitness test, it is a career meet the needs of residents, and its successful launch will inject new vitality to the development of the fitness industry.
