Abstract


Personnel productivity in the most critical and most active resource. It is not to promote the economic, technological, social and cultural development of the power source, the new force in building a harmonious society. However, the training and development of human resources is the need to plan and manage the process of human resources development and management, scientific planning talent strategy is the primary task of the development of human resources and management with key human resources development and management the difficulty. Therefore, the talent strategic planning of the development of economic, scientific, technological, social and cultural significance. During the \Therefore, scientifically locate talent strategy, not only for the good talent development and management, to ensure the realization of the overall objective of \support of special significance. In this paper, the status quo of the environment and human resources of talent development in our province a comprehensive and detailed analysis. Based on the status quo, the combination use trend extrapolation and empirical prediction method to predict environmental trends during the 12th Five-Year; using gray forecasting model and qualitative forecasting methods \supply forecast and analysis of the supply and demand gap for talent lay the foundation for the formulation of strategic objectives. Analysis, demonstrate interactions between harmonious society and talent development, harmony based on two levels of economic and social goals of the province \provide the basis for the formulation of SWOT quantitative model, based on the coordinate method calculated talent strategy azimuth and talent strategy strength coefficient, a quantitative description of the strategic posture of talent development in Heilongjiang Province. Based on the above research identified talent development based the harmony in Heilongjiang Province in the \Use of the strategic countermeasures the entropy method QSPM matrix of talent development in the province to evaluate and determine the priority of the strategic countermeasures to ensure the realization of the human resources development strategy.
