Abstract


With the development of the theory and practice of public administration , public sector performance appraisal have been carrying out in the Western developed countries, industry , theoretical and practical significance of the performance evaluation of the public sector have become increasingly prominent . However , due to the weak theoretical support , forming less practice operability is not strong , the performance evaluation of the public sector has been a world recognized the difficult issues . In Britain, Germany and other countries , the public sector performance appraisal work carried out earlier , the system is relatively mature , can learn many valuable lessons . The People's Bank of China 's central bank , is one of the component departments of the State Council , the country's national macroeconomic regulation and control departments , with the dual nature of the state organs and institutions have a pivotal position in the political , economic and other aspects . Performance appraisal system of the People's Bank of depth study by a scientific evaluation system to identify talent , configuration talents , training of personnel , build a strong talent , not only to play a major role in the development of the People's Bank , and even be the whole China's economy and society have a profound impact . The People's Bank of belonging to the public sector in our country , its management belonging to the category of Public Administration , which is the main difference of the People's Bank of commercial banks . Normal commercial bank staff performance appraisal method does not apply to the staff of the People's Bank of examination . Therefore , the current reform of the performance appraisal system of the People's Bank of research has important practical significance . This paper is divided into four parts , the first part of the definition of relevant concepts , then the performance appraisal system of the People's Bank of the theoretical basis of the implementation of the reform of the domestic and international public sector performance appraisal overview . The second part of the current evaluation system of the People's Bank of review and analysis of the causes of its problems and issues , trying to find a reasonable solution . The third and fourth part of the main performance evaluation of the public sector in the United Kingdom and Germany for example , through the analysis , you can learn from the experience for solving the problems faced by the People's Bank performance appraisal system , and ultimately the corresponding countermeasures .
