Abstract


In the \happiness. Unlike one-sided pursuit of economic growth in rural areas and rural per capita net income of pure fancy increases, we should be concerned about the welfare of the rural population , which includes the absolute value of income can not ignore the impact on their sense of fairness relative income , which are necessary for the state fiscal as a major force to support . This paper selected two absolute income and relative income measure indicators, using empirical analysis of national agricultural and rural welfare expenditure relationship , trying to find out the rural population is not high because the level of benefits , and is based on the perspective of agricultural expenditure , interpretation to improve the welfare of rural policy proposals must ensure that agriculture and the relative amount of the total financial expenditure has increased steadily, and optimize the agricultural structure of fiscal expenditure , agricultural Technology Promotion vigorously to increase investment , and make the relevant institutional guarantee.
