Abstract

In recent years, the multilateral trade system has been impeded by many obstacles and has harvested little. In the circumstance, more and more countries turn to a more flexible, more efficient and more intensive economic cooperation mode: regional economic integration. It is estimated that more than 50% of global trade has taken place within various free trade regions. In order to get trade preferences, strategic resources or to ensure regional security, more and more countries elevate the regional economic integration to the same priority status as the multilateral trade system. In various kinds of regional economic integration, free trade area is the one which is growing fastest. Many countries have introduced their own free trade area strategy, . In our country, the 17th Communist Party of China (CPC) National Congress explicitly proposed to "implement the Free Trade Area strategy and strengthen bilateral and multilateral trade and economic cooperation ". The free trade area strategy, as an important way to promote development and reform, has been enhancing to the national strategic. This paper discusses some problems involved the reasons why China choose the free trade area strategy, the formulation of the strategy, free trade negotiations, free trade agreements and the implementation of free trade strategy, and give some suggestions to solve these problems by analysis in legal, political and comparative ways.This paper is divided into four parts:The first part, the " the summary of China Free Trade Area strategy ", was discussed in the following aspects: first, clarify the concept of a free trade area, clear the scope of the study of this article; and then briefly described the concept of free trade area strategy and the reason of its ; finally the need and present situation of China implement the free trade area strategy.In the second part of“the content of China Free Trade Area strategy ", we discussed the status quo, existing problems and corresponding solutions of China Free Trade Area strategy from three aspects: organizational model, partner and types of free trade area.The third part talks about " the text mode of China Free Trade Area strategy " mainly discussed the advantages and disadvantages of "discrete model" and the " wholesale model" and their application in free trade area in China ,and then give brief explanation characteristics contents in free trade agreements that China have signed .In the fourth part of the " the promote mechanisms of implementation of China free trade area strategy ". This part propose we should promote the implementation of the strategy by strengthen the organization and institution, protect the effectiveness of free trade agreements and set up some implementation mechanisms such as national support, early-warning mechanism and assess mechanisms
