This translation project report deals with the third chapter Freedom ofInformation of the book Controlling Knowledge: Freedom of Information andPrivacy Protection in a Networked World written by Lorna Stefanick. This chapter ismainly about the knowledge such as transparency for the public good, the marchtoward regulation, administrative practice: challenges to the culture of openness, andinformation access, equity, and fairness. This report introduces the development ofthe right to freedom of information and the status quo of its legislation in differentcountries through specific instances.The translation project report is divided into four parts. Chapter One describesthe backgrounds, aims, significance and structures of the project. Chapter Two,focusing on the background of the source text, introduces its author, original version,main content, text type and language characteristics. Chapter Three, the central partof this translation project report, concerns the preparatory work and translationtheory, difficulties and methods. It elaborates the Skopos theory, and translationdifficulties and methods, aiming to maintain the readability and coherence of thetranslated text, to provide convenience for the readers of the target language and toachieve the communicative goal. Chapter Four summarizes the inspiration, lessonsand unsolved problems.
